(ARESEP):
As part of a program for institutional development supported
by the Public-Private Infrastructure Advisory Facility
(PPIAF) and the Association of Regulators of Water and
Sanitation Services of the Americas (ADERASA), The World
Bank retained NOLASCO & Assoc. Inc.
to develop and implement a system of management indicators
for regulation and improvement of water and sanitation
services. Part of this project involved the development
and delivery of a benchmarking course for water utilities
and institutions. The course took place at ARESEP headquarters
in San José de Costa Rica. After the course,
NOLASCO & Assoc. Inc., working
in collaboration with the regulator, developed a program
to motivate water utilities to use benchmarking as a
tool for public service optimization.

de Colombia (CRA):
After the success obtained by NOLASCO &
Assoc. Inc. in the PPIAF and ADERASA program
for institutional development in Costa Rica, The World
Bank retained NOLASCO & Assoc. Inc.
to develop and implement a similar system of management
indicators for regulation and improvement of water and
sanitation services in Colombia. This time, the project
was developed for, and in collaboration with, the Comisión
de Regulación de Agua Potable y Saneamiento Básico
de Colombia (CRA), Colombia’s water utility regulator.
Superintendencia
de Servicios Sanitarios de Chile (SISS):
NOLASCO & Assoc. Inc. assisted SISS, the water utility
regulator of Chile, in the use of wastewater treatment
dynamic simulation tools for tariff negotiation and
water utility control purposes. NOLASCO &
Assoc. Inc. developed a training course on
mathematical modeling. Engineers and economists working
in regulation of water utilities received training at
SISS offices in Santiago de Chile.
Instituto
de Acueductos y Alcantarillados Nacionales (IDAAN) de
Panamá:
The Inter-American Development Bank funded a program
for Institutional Strengthening of the Instituto de
Acueductos y Alcantarillados Nacionales (IDAAN), Panama’s
main water utility. NOLASCO & Assoc. Inc.
was retained to develop a system of management indicators.
The main purpose of this system is to optimize the performance
of this state-owned utility by comparison (benchmarking)
with other utilities in the region. Technical, operational,
commercial, water quality, service quality, productivity,
and financial aspects were covered in the proposed system.
In addition to external benchmarking, these indicators
will assist in the decision making process at the highest
level in this institution.
